Regression: Misalignment of checkbox and its text is seen on the popup of WiseStamp extension.

Issue description

Chrome Version:58.0.3029.33 (Official Build)  bbd92a163524024087600eeac86ed7fa7ffc77bb-refs/branch-heads/3029@{#350}
OS:Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

Pre-condition: Add ‘Wise stamp’ extension using test url: https://chrome.google.com/webstore/detail/wisestamp-email-signature/pbcgnkmbeodkmiijjfnliicelkjfcldg

What steps will reproduce the problem?
1. Launch chrome and click on above extension icon seen at browser action container area (such that popup opens)
2.Observe checkbox and its text.

Actual: Misalignment of checkbox and its text is seen on the popup of WiseStamp extension.
Expected: Checkbox and its text should be aligned.

This is regression issue, broken in ‘M 58’ and below is narrow bisect:
Good build: 58.0.2990.0
Bad build: 58.0.2991.0

Using the per-revision bisect providing the bisect results,
Good build:58.0.2990.0 (Revision:445313).
Bad build:58.0.2991.0 (Revision:445609).

You are probably looking for a change made after 445591 (known good), but no later than 445592 (first known bad).

The new behavior is correct. The CL fixed a bug of incorrect location of floating layer under inline layer.

The attached test case demonstrates the behavior. The behavior is consistent among browsers.
