Calculate stable insets in shelf layout manager and pass them as part of the WorkspaceMetric

This is the Chrome side bug for b/33585834.

Sorry, the original bug was fixed using an Android-side workaround but the issue still remains. I've filed a new bug for this at b/37477075.
