CPU and GPU processes running above 90%, fan running continuously

Issue description

Version 57.0.2987.115 beta (64-bit)
Platform 9202.54.0 (Official Build) beta-channel samus
ARC Version 3828404
Firmware Google_Samus.6300.174.0

What steps will reproduce the problem?
(1) Have Chrome tabs opens (I have about 30, including gmail, calendar, docs, perf)
(2) Regular use (read email, open docs, perf/) for about 4 hours


What is the expected result?
CPU and GPU not constantly running at 90%+ and fan not running

What happens instead?
CPU and GPU constantly running at 90%+ (saw up to 100) and fan running
After suspend and resume, things are running normally
