Missing telemetry for measuring download pause activity |

Issue descriptionWe are shipping a new UI for pausing downloads in the downloads home, but it doesn't appear that we have any telemetry to measure it: -We don't have any user actions for pause, resume or cancel in the downloads home -UserActions.Counts.DownloadNotification.Button_Pause doesn't return any data -There doesn't appear to be any core or system level UI to count interruptions due to the pause button. We need to get something in place, so that we can understand the impact of this feature in M58. We also need to validate that MobileDownload.CancelReason and MobileDownload.DownloadResumption are correctly measuring interactions with the new UI as well as the existing notification UI.

Discussed with David. Verified that, we measure the number of manual pauses (both from download home + notification) as the first element of histogram MobileDownload.DownloadResumption with label "Resumption button shown after manual pause". So this can be used to calculate the number of pauses. Also verified that most of the other elements of MobileDownloadResumption are working correctly, except the one with "Resumption button shown after browser is killed" is double counting the manual resumption too. Will fix that. MobileDownload.CancelReason records the cancellations. I checked that "Click on the cancel button" is triggered correctly whenever we cancel by clicking on the cancel button.

We can add the UMA for pause/resume/cancel generating from download home alone if it is needed. Currently they include counts from both notifications and download home as well.
