Move cheets_MediaPlayerVideoHWDecodeUsed back to CQ testing

The test was moved to bvt-perbuild during the outage around
bugs  695128  and  694094 .  The test was failing due to a bug
in Chrome.

The Chrome bug is now fixed.  Moreover, the test clearly did
its job, since it found a P0 stopper bug.  So, we should put
the test back into bvt-cq, where it will do more good.
