What is the expected behavior?
Expected Result:
1.ToolTip Content should be read by VoiceReaders when selected by Arrow keys
2. Focus stays on the triggering element while the tooltip is displayed.

What went wrong?
Tooltip button is activated opening window with help notes which should ve read by screen reader automatically - but ChromeVox doesn't read tooltip content, however VoiceOver and Windows screen readers do read automatically tooltip content
