open chrome://settings then click on the avatar icon in the People section to go to chrome://settings/manageProfile.

Sometimes the GAIA avatar icon is not shown in the set of icons to choose from. If this happens then refreshing the page is very likely to (always?) make it appear. There may be an init-race on getting that icon data. I'm not sure what the likelihood is that it will be missing, maybe 10% (guesstiment).

The other, non-GAIA icons always show.

All the icons consistently show in the chrome://settings-frame version.
