Scrollbar settings in MacOS System Preferences have no effect to Chrome's active windows.

Issue description

Chrome Version: 59.0.3047.0 canary (64-bit)
OS: Mac OS 10.12.3

What steps will reproduce the problem?
(1) Enable "Always show scrollbars" in the System Preferences
(2) Open a Chrome window and go to a page, where scrollbars appear
(3) Select show scrollbars "Automatically based on mouse or trackpad" in the System Preferences

What is the expected result?
Scrollbars should disappear (and be only visible when you scroll).

What happens instead?
The scrollbars are still to see. The setting change has no effect to the active Chrome windows.

Not sure, if this is a regression. But maybe this is related to issue 18965? (+lgrey@, who is owner of issue 18965.)
