Password stored on passwords.google.com not being shown in browser in Laptop

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. I Open passwords.google.com and login with my email ramgupta@groupon.com. I can see passwords stored here.
2. After sync, When I see Saved Passwords in Advanced Settings >> Passwords, I don't see any password

What is the expected behavior?
I should see all saved passwords 

What went wrong?
1. In chrome://sync/, I see this error:

Error: MergeDataAndStartSyncing@../../components/password_manager/core/browser/password_syncable_service.cc:163, datatype error was encountered: Failed to get passwords from store.

Did this work before? Yes 

Chrome version: 56.0.2924.87  Channel: n/a
OS Version: OS X 10.11.6
Flash Version: 

1. My all passwords are stored in passwords.google.com. When I open browser in mobile device then I can see all my passwords. But when I open browser in Laptop, I don't see any password.
2. I am ensuring that I have logged in with this email 'ramgupta@groupon.com' in browser in laptop and mobile both. And passwords are stored in passwords.google.com under the same account

This could be issue with either LoginDatabase or AppleKeychain. Vasilii, could you triage?

ramgupta@: Could you open about:histograms page, find PasswordManager.LoginDatabaseInit histogram and paste its values here?

You were migrated from Keychain to the database. But your storage is broken for some reason.
Could you upload a log that Chrome creates on startup (https://www.chromium.org/for-testers/enable-logging)?
Do you have other interesting symptoms on you machine like the credit cards can't be saved (testing site https://rsolomakhin.github.io/autofill/) or you are logged out from gmail on every restart?
