URLRequestContexts not always shut down in content_browsertests

This may lead to flake, or hide other bugs that exist in Chrome but aren't exercised at the content layer.

Even though running content_shell and closing it shuts down the URLRequestContexts, I found that running ServiceWorkerNavigationPreloadTest.NetworkError doesn't.

As there is no response from the devs for more than 6 months.
