Cancelling pre-cqs on an old patch set shouldn't remove ready bits on the new patch set

Issue description

Pre-CQ-launcher cancels the pre-cqs running for old patch set when a new patch set is uploaded. The cancellation of the old pre-cqs shouldn't unmark the ready and CQ bits on the new patch set.
