Cannot create Recovery Media: Cannot unzip file

Steps to reproduce the problem:
Run recovery utility.

What is the expected behavior?
Recovery Media should be created.

What went wrong?
Didn't work.

Did this work before? Yes 

Chrome version: <Copy from: 'about:version'>  Channel: stable
OS Version: 55.0.2924.110
Flash Version: 3756504

Google is toast.

It took 7 or 8 attempts to create recovery media. Only one indicated a download problem. Other complained about unzipping. 

You can close. But I would like to state that increasingly, I cannot use Google products and services because of Internet constraints I have no control over. Aw Snap issues, sync issues, google print, the list goes on and on. The resource problems I have are the Internet. 

Oh well, Google is toast. What a pain in the butt.
