"Something went wrong when we tried to publish" when publishing a chrome extension

Reported by ebstachr...@gmail.com, Mar 21 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Uploading a new package on the listing
2. Press publish changes
3. The error message will appear

What is the expected behavior?
It should say pacakage is being uploaded and will take up to 60 minutes

What went wrong?
When trying to update our package for listing "ojaognblokejhdafijdgclcbbfahppgo", we get an error message saying ;

"Something went wrong when we tried to publish, Google has been notified".

I'm not sure if this is relevant but there was a package already being uploaded but i decided to cancel it and upload another package.
