Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/56.0.2924.76 Chrome/56.0.2924.76 Safari/537.36

Steps to reproduce the problem:
1. Open any web-site in single tab (don't leave the tab empty).
2. Switch to Russian input language.
3. Press Ctrl+T.

What is the expected behavior?
New tab is opened with an empty URL field

What went wrong?
New tab is opened with Cyrillic 'е' (ASCII code = 1077) symbol in URL field.

Did this work before? Yes NA

Chrome version: 56.0.2924.76  Channel: n/a
OS Version: Ubuntu 16.04.1 LTS
Flash Version: Shockwave Flash 22.0 r0

Cyrillic 'е' and English 't' are on the same keyboard key.

Confirm this bug under Arch Linux:
