Issue descriptionI'm not sure exactly what the problem is, but try jobs are sometimes failing because of these no-op steps. A recent job of mine (https://build.chromium.org/p/tryserver.chromium.win/builders/win10_chromium_x64_rel_ng/builds/785) failed with: ninja explain: restat of output gen/chrome/browser/resources/settings/settings_resources.unpak older than most recent input obj/chrome/browser/resources/settings/unpak.inputdeps.stamp (0 vs 511786116) ninja explain: gen/chrome/browser/resources/settings/settings_resources.unpak is dirty ninja explain: obj/chrome/browser/resources/settings/unpak.stamp is dirty ninja explain: obj/chrome/browser/resources/settings/vulcanize_app.inputdeps.stamp is dirty ninja explain: gen/chrome/browser/resources/settings/vulcanized.unbuilt.html is dirty ninja explain: obj/chrome/browser/resources/settings/unpak.stamp is dirty ninja explain: obj/chrome/browser/resources/settings/vulcanize_lazy_load.inputdeps.stamp is dirty ninja explain: gen/chrome/browser/resources/settings/lazy_load.vulcanized.unbuilt.html is dirty ... is something missing from the dependencies here, or something? adding Sheriff-Chromium label so sheriffs can check to see if this is happening on other bots.

I have not looked into this, nor has any fix landed AFAIK, so either it was somehom fixed, or it just has not happened since (flaky failure?)

Here's another failure: https://build.chromium.org/p/tryserver.chromium.win/builders/win10_chromium_x64_rel_ng/builds/800 I think this bot isn't part of the normal set of trybots -- it is added by various PRESUBMIT.py hooks. +wfh in case he has any ideas.
