Regression:Unwanted scroll bar appears in autofill page of Md-settings

Issue description

Chrome Version:59.0.3047.0 dev
OS:Windows

What steps will reproduce the problem?
(1)Launch chrome,open chrome://md-settings/autofill and add address near addresses.
(2)Observe near street address.

Actual:scroll bar appear nears street address of autofill.
Expected:scroll bar shouldn't  appear

This is a regression issue in M-59

Good Build:59.0.3046.0 dev
Bad build:59.0.3047.0 dev

Note:Linux behaviour will be updated soon

Using the per-revision bisect providing the bisect results,
Good build:59.0.3046.0 (Revision:457952).
Bad build:59.0.3047.0 (Revision:458255).

You are probably looking for a change made after 458158 (known good), but no later than 458159 (first known bad).

Able to reproduce this issue on Mac OS 10.12 using chrome dev #59.0.3047.0

ratnavardhini.kalavakuntla@ brajkumar@, I don't see it in the Linux screenshot you provided. Also can't repro on my Mac. Could you provide a screenshot for Mac as well?

@scottchen: I am able to reproduce this on my Linux, just by opening the add address dialog. The culprit seems to be https://codereview.chromium.org/2748343007.

Tested the issue on windows 7, Mac 10.12.3, Linux Ubuntu 14.04 using chrome version#59.0.3053.3 with the steps mentioned in comment #0.No scroll bar appeared near street address of autofill settings.Hence adding TE-Verified labels.
