Scroll bar is missing in chrome://md-settings/searchEngines

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3045.0 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://md-settings/searchEngines
2. Have search engine list overflowing off the screen
3. Try to scroll down

What is the expected behavior?
The page should scroll down

What went wrong?
The page does not scroll and there is no scroll bar.

Did this work before? N/A 

Chrome version: 59.0.3045.0  Channel: n/a
OS Version: OS X 10.12.4
Flash Version:

Unable to reproduce the issue on Mac-10.12.3,Windows-7 and Linux Ubuntu-14.04 using chrome stable version 57.0.2987.110 ,canary 59.0.3047.0 and reported version 59.0.3045.0 with the steps mentioned in comment#0.
Could you please try in a clean profile without any extensions and let us know your observations.
