[MD Settings] Side-nav: Add 100ms delay to side-nav closing, and add ripples on section titles.

Issue description

As title indicates: we want to add 100ms delay to side-nav closing, and add ripples on section nav-items within the side-nav.

Previously hidden under Issue 699292, but since the fix is non-trivial, I'm making it a separate bug for prioritization and blocking status.

I had a discussion with hcarmona@ offline and was told that we wanted to do this for M58 but decided to push it back at the time.

Do we want to try getting this in for M59? or push it back until after launch?

note: i recently modified paper-ripple to dispatch a 'transitionend' event as it used to before i rewrote it.  this is a good hook for when all ripples are done animating out.
