[MD settings] content settings - hitting back in subpage doesn't remember position in previous page

Issue description

Previously hidden under  Issue 699292 , but since the fix is non-trivial, I'm making it a separate bug for prioritization and blocking status.

Assuming we want this to be a beta-blocker since proper focus for dialogs was as well.
Hi,

I asked Tommy about this (he worked on it previously). He believes that it is working as intended (or as previously spec'd). Have there been changes to what is desired? Tommy would like more details or specifics on what should happen.

Here are some scenarios we discussed:

- When going back to the main (basic "/settings") page or the about page, there is explicit code to scroll to the top (which was desired as far as we know).
- No scroll position is restored when going between subpages (from and to are both subpages).
- When the prior route was a section ("/settings/*") on the main page (basic or advanced), going back from a subpage will restore the scroll position.

If something above is incorrect (or if it's something else), please let us know which (and how to repro it would be great).

I asked Scott. He said he just pulled it from the spreadsheet that was generated some time ago.

We've fixed a number of scrolling bugs since that spreadsheet has been generated, so maybe one of those bugs is what Alan meant.

I'm assigning this bug to Alan with Needs-Feedback to see if there's still a bug that needs fixing...

Scott mentioned this is when clicking Back from one Subpage to another Subpage (i.e. from Protocol Handlers back to Content Settings).

In that case, this bug is a DUPLICATE of 664061. We have never tried to preserve scroll positions going from subpage to subpage... and I think it's probably arguable if we should...
