Various different devices have been flaking. Will drill down deeper once current build finishes.

Device connections look solid. Reseated them anyway. Also power cycled the hub. Effective starting with https://uberchromegw.corp.google.com/i/chromium.perf/builders/Android%20Nexus5X%20WebView%20Perf%20%282%29/builds/4640 Will monitor for the next few days.
