Link: Bad refresh rate on extended monitor when resolution changed back to default (Best)

Issue description

Chrome Version: 57.0.2987.115 beta
Platform: 9202.54.0 (Official Build) beta-channel link
Firmware Google_Link.2695.1.169

What steps will reproduce the problem?
(1)Sign into the device
(2)Connect the device to external monitor in extended mode (ASUS PB278 1080 - HDMI)
(3)From Display settings, click on the extended monitor to select
(4)Now change the resolution of the extended monitor to other resolutions (2 or 3) and change back to default resolution (1920x1080(Best))

What is the expected result?
No flickering should be seen

What happens instead?
Bad refresh rate each time you change back to default resolution and the screen flickers. (Video attached)

Please use labels and text to provide additional information.
1. Tried with other monitor (4k Monitor - HP Z 32x-HSTND-9081-A), and I do not see any issue.  
2. Logs, video and screenshot attached.
