Migrate recipe roller over to named caches.

Project Member Reported by d...@chromium.org, Mar 20 2017

Issue description

Recipe roller currently expects a persistent checkout data, and runs out of quota if it's not there. It should use named caches for this, so that it's Kitchen- and Swarming-compatible.
