Transitions: Cannot switch tabs when on a WebVR page in VRShell |

Issue descriptionThere are currently no means to switch tabs when on a WebVR page in VRShell. Menu mode does not exist yet for WebVR.

As of crrev/2768133003: Can enter Menu Mode in WebVR but tab switch does not load the other tab.
