Stability reports: investigate ContextCacheController::OnIdle

A large fraction of postmortem reports show a main thread running a task posted from ContextCacheController::PostIdleCallback, ie OnIdle. This needs to be investigated.

See crbug.com/661306, crbug.com/703342,  crbug.com/667820  or  crbug.com/697703  for leads. IO thread being blocked is a likely cause.
