Media Remoting should message its state via screen readers

Issue description

Summary says it all. I'm not sure what Chrome does for normal video element state messaging. There is a W3C spec on this: https://www.w3.org/TR/media-accessibility-reqs/ If Chrome has implemented something according to that spec, then we should be able to add a "Cast Remoting active" description to a video element through the existing paths.
