Sentinel service stopped running on (discovered on https://bugs.chromium.org/p/chromium/issues/detail?id=701927) and may be contributing to shard/master db inconsistencies.

+pprabhu volunteered to get the sentinel back to life and add a ts_mon metric to it, but not to try to understand any of its behavior :)
