Will not load new tabs, blank page appears and process freezes

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. Use browser

I don't know how to reproduce it. But this happens after some random time without doing anything special.

The behavior I get is that I can't open any more tabs. When I try to do so it opens a empty page and I can't change the URL. After a few seconds Chrome tells me the tab is not responding and asks to Kill or Wait. Trying to either option does nothing.

I have to do `Stop-Process -ProcessName chrome*`, and there is always a process it can't stop. And each time it happens again it adds one more process to the list of "dead" processes.

I'm running this command in Powershell running as an administrator (elevated process).

I have to kill all chrome* processes possible to reopen the browser.

Windows: 10 Stable
Chrome: 57 Stable (but issue happening for like 3 versions ago or so I think)

What is the expected behavior?
Open new tabs, enter url and navigate

What went wrong?

Chrome version: 57.0.2987.98  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

Guessing version it last worked by release date.

Tested in chrome 57.0.2987.98 stable # 57.0.2987.110 canary #59.0.3047.0 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen shots for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible, please create new profile without extensions and apps and re-check once in stable # 57.0.2987.110 /canary #59.0.3047.0 and let us know the observation of the issue which would help us to triage the issue further.
