PDF viewer blurry at decimal DSF

Reported by zcyzcy88...@gmail.com, Mar 20 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:52.0) Gecko/20100101 Firefox/52.0

Steps to reproduce the problem:
1. Decimal DSF
2. Open a PDF file
3. Look the text

What is the expected behavior?

What went wrong?
The text is blurry at 1.5 DSF,
But it is well at 2.0 DSF

Did this work before? No

Chrome version: 59.0.3046.0 Channel: canary
OS Version: 10.0
Flash Version:

It seem Adobe Flash is also blurry too at decimal DSF, and I maybe will file another bug.

To invoke the chrome with dsf 1.5 and 2.0, i have followed the steps mentioned in the "http://windowsreport.com/fix-google-chrome-scaling-windows-10/" --> "Adjust Google Chrome’s Target Field"

Attaching the screen-cast for reference

zcyzcy88888126.com@ could you please look into it and let know any steps or settings i have missed while reproducing the issue.

Thank You...

Able to reproduce this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.3 with chrome #59.0.3046.0 and seen this behavior in earlier versions of M30.
Since this is a non regression issue, marking it as untriaged.
