What steps will reproduce the problem?
1. chrome://settings/content/camera   (and chrome://settings/content/microphone)

What is the expected result?

— You should see the ‘ADD’ button for  ‘Allow’ or ‘Block’
— Next to each web site entry in ‘Allow’ you see “3 vertical dots” icon (to be able to Allow/Remove the website) 
— Next to each web site entry in ‘Block’ you see “3 vertical dots” icon (to be able to Block/Remove the website) 


What happens instead?

See actual_screenshot

— Both ‘ADD’ buttons for ‘Allow’ or ‘Block’ are missing
— No “3 vertical dots” icons next to each web site

Could this bug be related to the similar bug www. crbug.com/703040  (Regression:Iron icon and Add button doesn't appear after blocking the site in chrome://settings/content/location) ?
