Tab freezes and content is not shown (white content area instead)

Issue description

App Version (from "Chrome Settings > About Chrome"): M58 Beta and M59 Canary
iOS Version: iOS 10.2.1
Device: iPhone 6s

Steps to reproduce: 
Difficult to reproduce but here is the behaviour:

It is not related to specific sites. It never happens on brand new tabs or on clicking links. Always in tabs that had content already then you click on the omnibox and type a different URL (or one in the suggestions like the copied from clipboard one). Then I see the URL changing in the omnibox and the content bar goes all white and the tab is now "stuck" and won't move. One has to open a new tab or go to a different tab. App remains responsive but just that tab is stuck. 


Frequency: 
Sporadic

Additional comments: 
I believe this should be marked as M58 RBS as it showing up in TestFlight feedback and I'm experiencing it frequently

Mardini, can you please try turning off preloading and see if that fixes it? May be related to https://bugs.chromium.org/p/chromium/issues/detail?id=698833

I will try.
 Issue 698833  does indeed sound similar to this one and is not marked as RBS. Should it be? and should someone other than kkhorimoto@ own it for the time being?
I marked  Issue 698833  as RBS and assigned to pkl for ownership while Kurt is ooto
 Issue 703218  has been merged into this issue.
