Use more compact data format for origin trials updates to disabled tokens |

Issue descriptionThe origin trials framework now supports disabling (revocation) of individual tokens (see issue 582042 ). Using the component updater, a list of disabled token signatures can be pushed down to clients. As in the design (doc: https://docs.google.com/document/d/1jRyJHBVdS33yTZXGVQ-sDnST1iwdkiJ1ewXSL5PNgoU/), the intent is to use a more compact format for transferring disabled tokens.
