Use more compact data format for origin trials updates to disabled tokens

Issue description

The origin trials framework now supports disabling (revocation) of individual tokens (see  issue 582042 ). Using the component updater, a list of disabled token signatures can be pushed down to clients.

As in the design (doc: https://docs.google.com/document/d/1jRyJHBVdS33yTZXGVQ-sDnST1iwdkiJ1ewXSL5PNgoU/), the intent is to use a more compact format for transferring disabled tokens.
