Regression: Weird behavior of change picture window is seen on opening in Chrome://MD-settings

Chrome Version: 59.0.3041.0/9383.0.0 dev-channel Panther,Quawks and Spring
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to User>> go to settings>> Go to People settings>> click on change picture>> and observe

Expected: Weird behavior of window should not be seen on opening
Actual: Instead Weird behavior of window is seen

This is a Regression issue as such behavior is not seen in chrome://settings

Could you please describe the "weird behavior"? It wasn't obvious to me watching the video.

I looked at the video again and played with the UI myself but I do not see anything 'weird'. Please reopen with a better description if it is still reproducible,
