Regression: Unnecessary scrollbar is seen on “Report an Issue” overlay.

Issue descriptionChrome Version:59.0.3046.0 (Official Build) 6719c20584c6c916a4f5820a0f3b458ab612dfad-refs/heads/master@{#457952} OS: Mac(10.11.6, 10.12.1) What steps will reproduce the problem? 1. Launch Chrome, go to 'Report an Issue' from Wrench Icon. 2. Observe the overlay. Actual Result:Unnecessary scrollbar is seen on “Report an Issue” overlay. Expected Result: Scrollbar should be be seen. This is regression issue broken in 'M 59' and below is manual bisect info: Good Build 59.0.3043.0 Bad Build 59.0.3044.0 Note: Issue is not seen on Windows and Linux OS.

That CL changed the font to one which might need more vertical space. If the Report an Issue window has a hardcoded height that needs updating now. Over to relevant team for further triage.

With response to comment #6: Above issue is still reproducible on Latest Chrome Version:59.0.3064.0 (Official Build) d171113ba68ab33dc071c55d5c023d14328f453d-refs/heads/master@{#462305} in Mac OS

Still we are able to reproduce the issue on Mac-10.12.4 using chrome version 59.0.3069.0. lgrey@ Could you please check the issue & update the thread accordingly. Thank you!!
