Regression : 'Searching for Wi-Fi networks' (Loading icon)is seen on every time clicking Wi-Fi' in chrome://md-settings

Issue description

Chrome Version: 59.0.3041.0/9383.0.0 dev-channel Panther,Quawks and Spring
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings page
(2)Now at 'Internet Connection' section click on Wi-Fi -> Observe loading Icon(Searching for Wi-Fi networks)is seen in Wi-Fi Sub page
(3)Now navigate back to chrome://settings page -> Again click on 'Wi-Fi'  and observe loading Icon i.e. Searching for Wi-Fi networks (please refer Video)

Expected: Every time on clicking 'Wi-Fi' loading Icon should not be seen i.e. No Delay should be seen for Wi-Fi Networks to display
Actual: Instead Every time on clicking 'Wi-Fi' loading Icon i.e. 'Searching for Wi-Fi networks' is seen

This is Regression Issue as same is working fine in chrome//settings

Note:
Issue is also seen in Wi-Fi Page i.e. for every 8-10 sec Searching for Wi-Fi networks is seen

This is WAI. We scan for new Wi-Fi networks any time that UI is opened. This was less clear in the old UI.
