Regression:Iron icon and Add button doesn't appear after blocking the site in chrome://settings/content/location

Chrome Version: 59.0.3046.0 (Official Build)Revision 6719c20584c6c916a4f5820a0f3b458ab612dfad-refs/heads/master@{#457952} (32/64-bit)
OS:Windows(7,8,10),Mac(10.12.1, 10.11.6, 10.12)


What steps will reproduce the problem?
(1)Launch chrome and navigate to https://googlechrome.github.io/samples/permissions/
(2)Click on 'geolocation' > Block button from permission bubble.
(3)Click on 'manage location settings' button from location bubble and observe.

Actual: Iron icon and Add button doesn't appear after blocking the site in chrome://settings/content/location

Expected: Iron icon and Add button should appear after blocking the site in chrome://settings/content/location

This is a regression issue broken in 'M59' and below is the manual regression range:
Good Build: 59.0.3042.0
Bad Build:  59.0.3043.0

Probably working as intended. It should look like the below picture in tip of tree.

Certain content types (location, mic, camera, midi, zoom levels, and usb devices) should have read-only exceptions, where the user can only remove exceptions, not add them in that interface.
