Provide spoken / Braille feedback when downloads start and when completed |

Issue descriptionScreen reader users don't have a way of knowing that after activating a link, a download has started, and similarly have no way of knowing when a download is complete, except by continuously checking the Downloads window. The first issue is especially problematic because there is no easy way of knowing whether a download link has worked or if it is broken. This might result in users repeatedly activating the link just to be safe. This is a feature request sent in by an external screen reader user. I believe that this issue affects all platforms.
