Cannot change rotate orientation in display setting when connect to external monitor and set to Mirror mode

Issue description

Chrome Version: 9202.62

Platform: general UI issue reproduced on multiple harwares, samus, lars, etc

What steps will reproduce the problem?
1. Power on device and login
2. Connect monitor by type c to HDMI/D_Sub/DP dongle
3. Ctrl+F4 to switch to mirror mode
4. Select orientation(0,90,180,270) to rotate in display settings

What is the expected output?
The Orientation should be changed.

What do you see instead?
The setting not change, always show standard.



What is the impact to the user, and is there a workaround? If so, what is
it?
User may feel wired the setting not been changed. 
Workaround: Press hot key “ctrl+shift+F3” can rotate normally.

This bug seems to have already been fixed in MD-settings. Off to stevenjb to decide whether to fix it in the old settings.

Since we are shipping MD Settings in 59, resolving this as WontFix.
