Tooltip should be displayed according to the writing mode of associated element

Issue description

UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:52.0) Gecko/20100101 Firefox/52.0

Steps to reproduce the problem:
2 reduced tests with japanese texts:

Hover the mouse cursor or pointing device over the japanese text.

What is the expected behavior?
The rendered tooltip should be displayed vertically.

What went wrong?
The rendered tooltip should be displayed horizontally.

Did this work before? No 

Chrome version: 59.0.3043.0  Channel: dev
OS Version: 
Flash Version: irrelevant

Observing horizontally rendered tooltip in both the browsers.

Tooltip in both tests should be displayed vertically in any/all writing-mode-capable web softwares (Firefox 46+, Chrome 50+, Edge 12+, Safari 9+, Prince 10+, AntennaHouse 6+, etc.). Firefox already has a bug report on this; I merely wanted to state this. 

I am sorry: I do not understand what kind of feedback you are exactly expecting from me.

This is - indeed - the actual result (or wrong behavior) of both browsers in both tests.

The rendered tooltip *_is_* displayed horizontally.

Able to reproduce this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.3 with chrome #59.0.3048.0 and also in earlier version M48-48.0.2560.0, Since this is a non-regression issue marking it as untriaged.

Note: For below M48 versions, for the provided url's, the Chinese text is displayed in the horizontal line, from M48 it has started to display Chinese text in vertical line.
