there is no "smooth scrolling" when you use up and down keys in text fields

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
I know this isn't a big deal or super important but, when you are typing in larger text fields like the one I am typing in right now, if you use the up and down arrow keys (or even the left/right arrow keys) on the keyboard to scroll up or down in that text field, the scrolling isn't animated/smooth, but if you use a mouse wheel or touchpad to scroll it IS animated/smooth. Smooth/animated scrolling should be universal, it shouldn't matter how it's being done. If this is possible, I hope this can be added/fixed

Tested in chrome # 57.0.2987.110 and Canary #59.0.3046.0 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen cast for your reference.

@ billdillensrevenge: Could you please let me know if i have missed anything and if possible, please create new profile without extensions and apps.Recheck once and let us know the observations & sample URL of the issue which would help us to triage the issue further.

Oh sorry, my apologies for not being clear. I've attached a screenshot showing what I'm talking about. In the box I've put a red rectangle around, type in it until a scroll bar appears. Notice that when you click in it and go up and down the field with the arrow keys on your keyboard, there is no smooth scrolling animation

Thanks for the screen shot provided, tried the same on Windows 10 using chrome stable version 57.0.2987.110 using the chrome, report issue page and scrolling appears to be smooth using up / down arrows, touch pad and mouse wheel.

@ billdillensrevenge: request you to please try a system restart, relaunch chrome and try again. Please update us with you observations.

Again, nice-to-have, low pri, but potentially not too hard.
I know this one isn't a high priority but if it's quick and easy to do, it would make things slightly easier on the eyes haha. My eyes/brain are spoiled by smooth scrolling
I just learned that Microsoft Word does have smooth scrolling in this scenario, they added it because they noticed a lot of users were scrolling in this way
