Chrome or Chromium runs abnormally slow, eventually crashing the entire system.

Reported by jebel...@gmail.com, Mar 18 2017

Issue description

Steps to reproduce the problem:
1. Install and run the latest Chrome browser.
2. Open a new tab.
3. Browse the web.

What is the expected behavior?
Chrome/Chromium should run smoothly and flawlessly on any (especially Android) device.

What went wrong?
Chrome begins to run excessively slow just after opening the app, and often gets to a point where the entire Android system freezes, forcing the end-user to manually shut down the device by pressing and holding on the power button.
