info_collection_test fails on Linux Release (NVIDIA Quadro M2000)

Project Member Reported by ynovikov@chromium.org, Mar 17 2017

Issue description

https://build.chromium.org/p/chromium.gpu.fyi/builders/Linux%20Release%20%28NVIDIA%20Quadro%20M2000%29/builds/0

This bot has 2 cards:
  GPU device 0: VENDOR = 0x102b, DEVICE = 0x534
  GPU device 1: VENDOR = 0x10de (Nvidia), DEVICE = 0x1430

info_collection_test looks for GPU1, but finds GPU0.

Not sure what the solution should be, we want to test on NVIDIA, so why have the GPU0?
Win10 bot doesn't have it
