Turn off kHTMLAccessibilityMode for Automation and Mac

Project Member Reported by nek...@chromium.org, Mar 17 2017

Issue description

HTML tag names and other HTML attributes are not (or should not be) used on Mac or on Automation.
To potentially improve performance we should turn off by default the kHTMLAccessibilityMode on these platforms which will prevent the accessibility tree from being populated with these attributes.
