Implement RTCDegradationPreference

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
Currently if we ask for 720p from chrome but the available bitrate is low, the 720p stream send out is very bad.
We need RTCDegradationPreference API to set a preference for these situations.

What is the expected behavior?
