window.fetch does not claim HTTP2 pushed/preloaded resources

Issue description

Chrome Version: 57.0.2987.98 (Official Build) (64-bit)
OS: macOS 10.12.3 (16D32)

What steps will reproduce the problem?
(1) Open Dev Tools Network pane
(2) Go to https://h2-push-fetch.firebaseapp.com/
(3) Inspect loaded resources

What is the expected result?

"data-fetch.json" should only be fetched once and claimed by the window.fetch() request.

What happens instead?

"data-fetch.json" is fetched twice, once by the push/preload header and another by window.fetch();
