Tabs can be focused even when full keyboard access is off |

Issue descriptionChrome Version: 59.0.3044.0 OS: macOS 10.12.3 What steps will reproduce the problem? (1) Make sure that chrome://flags/#tab-strip-keyboard-focus is enabled and Full Keyboard Access is disabled. (2) Click on the title of the currently-active tab, or focus the location bar and type shift+tab. (3) Use tab and shift+tab to select other tabs. What is the expected result? The tabs shouldn't become key unless Full Keyboard Access is on. What happens instead? The tabs become key.
