Allow building non-Android with enable_webvr

Setting the enable_webvr gn arg currently causes build failures outside of Android because Android-specific dependencies are pulled in.

Allow building non-Android with enable_webvr

This change prevents bringing in Android-specific code when enable_webvr build flag is set.
