Issue description

Should we disable WebAPK installation on low end phones?

I was doing testing on an Android One device. I was able to install 2 or 3 WebAPKs. WebAPK installation failed for subsequent websites because there was no space left on the device.

I just had the preinstalled apps on the device plus a non stable version of Chrome.

Perhaps on a low end phone a homescreen shortcut is in fact superior to a 10KB WebAPK

I think as long as we fall back to the shortcut flow (and I believe we do) we should try installing the WebAPK first. While it's true that they use more space than a launcher icon, they're still quite small.
