esif_ufd using unexpectedly high amount of CPU

Issue description

Under heavy load (lots of open CNN tabs, switching through all tabs with control-Tab), the "top" command shows that esif_ufd uses between 10% and 20% of a CPU.  This is on a cyan running a very recent ToT.  It seems a little high to me.

I wonder if our CWP team has any data on this.

We were trying to reproduce this issue but it was only reproduced once in a lab environment and unfortunately I was not there to see it. We could not reproduce the issue ever since even with 24 tabs running CNN. Please provide more information how to reproduce this issue consistently, specifically, was it reproducible with WiFi or LAN connections, were web videos running, was esif_ufd running at high utilization persistently or just briefly, etc. Basically we want to find out when this happen, if system is severely throttled by DPTF (esif_ufd).
