Scroll buttons do not work

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:45.0) Gecko/20100101 Firefox/45.0

Steps to reproduce the problem:
1. Open Chromium
2. Got to any web page or settings page
3. Click mouse scroll buttons for up/down 

What is the expected behavior?
Page should scroll up/down when mouse scroll buttons pressed.

What went wrong?
Page will not scroll.

Did this work before? Yes No not know version.

Chrome version: 57.0.2987.98  Channel: n/a
OS Version: Manjaro 17
Flash Version: 

Always used to work - new versions stopped working, past two or three?  Worked on 54.x but somewhere around 56.x it stopped and has yet to work correctly since.  Affects ONLY Chromium and downstream Google Chrome.  fonts are also whacked out, but that's another bug.
