Steps to reproduce the problem:
Easy reproduction can be done by launching clear_system_cache.exe on Win pointing to the build directory of Chromium launched in the background. The utility tries to open browser files for write, fails to do so since files are already open by the process and silently exits, giving to indication that eviction failed.

What is the expected behavior?
At least there should be some warning and clear_system_cache must have exited with non-zero exit code to indicate the failure.

What went wrong?
As described above.
